China retains liner shipping connectivity lead

UNCTAD has released its liner shipping connectivity index (LSCI) for 2019, showing China retains its lead as the country best connected to others by sea, the index shows. The country’s LSCI has increased by 51% since 2006. At the other end, small islands developing states have hardly seen any improvement, and trade in shipped goods remains problematic.

BC Terminals: Increasing efficiencies a key focus

Common themes ran through discussion with terminal operators for this year’s update, none more so than efforts to increase capacities through modernization and operational efficiencies. Aside from the sensible business case made for increasing capacity, gains are also being seen in lowering carbon footprints. But challenges abound. Cumbersome, often “fractures” permitting processes that take years to complete was, by far, the biggest issue for all.

The EU regulations has entered into force in 2013 allowing industry years (2020) for compliance with the requirement. Legislators also provide related guidelines like e.g. Guidelines for the Development of IHM (Res. MEPC.269 (68)); and; ECSA Best practice Guidance on IHM. Hong Kong International Convention / IMO, Adoption: 15 May 2009; Entry into force: 24 months after ratification by 15 states / 40% tonnage, as of July 1, 2019 – 10 states have ratified. There is optimism that ratification could be met in 2020.
